There are websites that allow you to find out where a mobile phone is, but as Chris said, due to the data protection act, when you enter the number in, it txts the phone, and the person has to txt back to agree to the information about where the phone is being shown.
So really, it would be of no use for what you want to use it for anyway
Plus the publicly available ones aren't that accurate
