My internet is good but psn connection is really bad!

for quite a while now i have been unable to play cod due to the fact that my internet connection is always bad! Internet on the computer and even the speed test in the ps3's internet connection test says 4mpbs and my computer is showing 33 ping but still the internet is always bad (always shows red in cod)
I will get random days when it is green but the majority of the time it is so bad i have given up playing tbh!

Does anyone have any ideas?

i have before and iirc it didnt make a difference. However, i have just told my ps3 to connect wirelessly instead of wired and now my net is green???????

You're quite possibly being throttled by your isp, those b******s at orange did it to me, try ringing them up and asking them straight out if they are, you may well find it's a case of 'oh no sir we dont throttle connections' - click, throttling gone. It's funny that my connection suddenly started working fine for online gaming the day after I rang up and moaned at them.
