Photoshop editing: How to.

I have a photo taken from my 18th Birthday recently, and as it was taken on my phone it came out really dark and obviously isn't very good quality.

Its the only one I've got and I was just wondering is there anything I can do to maybe brighten it up or restore the colours a bit better? If anyone has any tips?
I don't want to make it perfect obviously, just improve it a bit so you can make out who's in it a bit better?

Its not a very good quality obviously a 3.2 megapixel phone in low light but if you could just improve it a bit for me please?
