They are legal, but you need to leave a certain distance around the lettering (all measurements are somewhere on the dvla site) as well as having the postcode, etc that is required on normal plates, but you'll get away with them as long as they are legal text.

I'm just going to order some plain plates and cut them down, I've got a spare rear plate so I'm going to experiment with that first.
