Rotational noise

Hi chaps

I'm not sure how to explain this properly but I'll give it a try...

Since I bought the car it has a noise on rotation of the wheels, its not constant though it sort of pulses as if its only when something makes contact with the road, it seems to start at 30 ish miles an hour and seems most prominant around 50-70 which is obviously down to it increasing in volume with as the rotation speeds up.

My first thought was a wheel bearings but when we had it on the ramp we checked them all and there didn't seem to be any play in them.

The car currently has budget tyres on the front (zeta maragoni or something close to that) which I have never heard of, I'm hoping its just tyre noise from these so my first job this week is to swap the front and rear wheels round see if that helps.

My friend tried to capture it on video on the motorway yesterday but you can only faintly hear it if your speakers are up very loud.

If anyone has any ideas with what else I can be checking just incase it isn't tyre noise please point me in that direction, It's driving me nuts on the motorway
