i have two new leather seats i want to put into my clio to replace the cloth ones in the front is it possible to take the seats just off the runner without having to remove the seat from the bolts underneath the car

Yea it is possible. Nuts along the top of the runners. However the seat position sensor is riveted to the rail, so will most likely snap when you try separating them
