It doesn't affect the wipers in wiping, when it starts to rain you have to move the stick one click. They will then wipe when there is a certain amount of water on the sensor/windscreen (in reality its either not quick enough or the opposite:S ).
The automatic lights come only when its dark (twilight) and the engine is running. This can be switched off, lights off ignition off. Turn the key one stage, switch lights on (side lights + head lights) twice. There should be a bleep. If not turn the key to the second stage and repeat.
