If the cat fails it will normally make the car run really badly and possibly make it unstartable. What youve described just sounds like condensation in the exhaust. Whats it like after an italian tune up?

It doesn't get many miles tbh... probably about 6-8k a year. Daily drive is 2 miles through town and 1 mile of DC. Thats it lol.

car needs a diagnostics session to see if lambda sensors are functioning (and other fault codes etc checking) and a physical inspection of the cat
Get some foofoo juice in there (wynns injector cleaner)... or 250ml paraffin on a full tank, and drive to woolacombe for a surf.
In these temperatures, driving your car for only 3 miles would mean that various parts aren't reaching their full operating temperature.
There's also your battery too - it takes 15 mins or driving to topup from your last cold start.
