turning cookies on

how do i know if my cookies are on or off?

and how do i access this to alter it?

Assuming you are using Internet explorer- go to Tools then Internet options in the pulldown menu- select the privacy tab- the slider is set to medium by default any higher and it will block cookies. There is a description next to the slider of what each setting will do to the cookies.
