Underpowered headlights

Does anyone have a problem with the lights on there valver not being very bright? Full beam is sh*t hot but headlights on there own you can only see just infront of the car ive adjusted them so they are at full tilt but theyjust seem sh*t. Will new bulbs make all the difference or should i just leave it?

Ive got some Sportzblue ones from motorworld. 100W and theyre awesome compared to the old ones, hardly ever need full beam now, but not bright enough for the coppers to ask questions even though they are illegal.....

I got some uprated ones in my dynamic 50% brighter from Halfords not cheap at £35 for the pair but they seen better particaular late at night.
