whats this for?

Taken the original air filter housing off so i could measure my throttle body for my bmc elbow i need to buy and saw that this was there too.It connects once the original air filter housing is on.Whats it for?

well on the 172 it supposed to make the car quieter on acceleration, i have mine blocked up

Its to make the car quieter for the swis emmisons laws on drive by noise.
