wipers and central locking failure!

hi folks.
as title my daughter has just been using her clio for xmas shopping.
all was well until she returned to the car park and tried her central locking.
the indicators flashed but the car did not unlock.
when she put her wipers on the y didn't work either.
i can hear a slight click from under the passenger footwell when remote fob is used, but no noise when wipers (front and rear) are switched on.
is there a relay in passengers footwell?
i've also checked all fuses at passenger side dash.
any advice welcome.
