same issues i've solved on 2 of my friends 182, usually the dirty plug is liked to the bad injector, very noticeable in colour difference, as you said 2 was coked up, i think thats prob the injector. If it gets bad enough the code reader will tell you the problem injector
i used a 3/4" ratch bar long extension. If you look over the top of the alternator while you pull the aux belt (with bumper off) you can see the tensioner move in and out, as you pull you have enough room to slide the bar in from the top between the head and alternator into the little gap. Then...

from first pic it looks likes its not centrally on the pulley, you can untension it and then reposition it but if youve paid for it doing it needs to be right. personally i'd want a new belt on now
