help, car won't start!

i have a clio 172
when turning the key engine trys to fire but something stopping it turn over.
i have a stop light on, next to the stop light i have a solid red light?
any one had this problem before?
thinking either an elctrical problem or immobiliser?

yea i tested all the fuses there ok

I thought mine were fine but when I used a meter one was faulty. .
