Mystery Whine

The Clio has recently started making this noise which is coming from the the front of the car.

I managed to get a recording of it the other day as it happened.

I'm unsure what it is as I can't work out if it's engine related as it sometimes makes it while stationary when I rev to around 1500.

I don't know whether it could be related to the fact that I had the tyres done a couple of weeks ago and the wheels haven't been put back on properly.

Any one any ideas before I fork out for a garage to have a look at it?

I doubt it would have anything to do with the wheels if the car still makes the noise when your stationary & revving

The only thing which was odd was that it was also doing it with the clutch depressed while doing around 20/30mph so that's why I thought it could be the wheels.
