Snatchy steering

Not my car, but a mate has a real problem with his steering.

Had his tracking done this morning and the steering is snatching without warning, be it after hitting a bump or just mid corner.

We thought something was loose, so hacked it up but everything seems tight.

New shocks, top mounts, no play in wheel bearings or ball joints.

Now previously, the steering wheel was on the piss hence the tracking.
Tried different wheels too and problem persists.
Obviously the thing to do is go back, which I've told him to do. The tracking though looks crazy...

Are all the bushes tight?
Is there play in the rack or at either end of the track rods?
Nothing that we could see/ feel. Jacked it up and checked everything and all was tight, and couldn't detect any play.

As has been said, the toe is massively out.

He's contacted the garage and is taking back Monday (as they're down the road from his work).
