What's the catch - cheap lens?

Seen this on Ebay. Bit of a novice lens wise, so there must be something wrong with it at this price?

That is going to be a pain. Only really useful at high ISO or with REALLY good light. Would not be even any point lugging that out on an overcast day. You would have a hard time getting a shutter speed higher than 1/500 @ 1300mm.
