I think the clothing thing was down to some people being heavily into the cyberpunk genre and it didn't allow their creative role playing dreams flow because you were wearing an Orange beanie hat, biker googles, Pink crop top, Arasaka brute body armour, Suit pants and some Blue heavy bother...
So, originally clothing mattered. However, there was a lot of kickback regarding not being able to dress you're character however you liked, due to certain clothes having features you couldn't normally get.
