Apple usually charges the rate of tax at your location even if it is technically shipped from out of state. They determine that it is sent from a local source and thus is required to charge tax. It's a way of making customers have no real benefit of buying online as opposed to the store.

why not buy a local pay and go sim card for AT&T? Or even T-mobile, cost next to nothing and swap the sim card out without major charges, you can simply swap the old sim back to check messages every few days. Either that or buy a Virgin pay and go phone for $10 from Target ;)
