If if the bolts are tight and the mating faces are clean, then the wheel will turn straight and not cause vibration (as long as it's balanced and not bent)
if if the bolts are tight and it's not turning straight you have an issue. Like dirty mating...
Bolts take the weight not the spigots.
The he wheel is centre due to the chamfer on the wheel/bolts.
is the vibration through the wheel or the pedals?
If it's the wheel - focus on the front
if it's the pedals - focus on the back.
Swap front wheels for back and see if the problem moves. If...

dont bother with the DIY stuff unless you fancy making a super high voltage machine to apply it (im currently attempting this)

Difference is I've not heard of any galaxy's bending a plastic cashing out of shape.
Ill challenge anyone with a bent iPhone to bend it back good as new. Once it's been bent it's permanently damaged without some expert metalwork.
