This script is good for uploading any file - http://www.freeaspupload.net/ Depends what language your using though, it's quite easy to do in .NET. The one i coded a while ago checked the format, resolution and size before it accepted it.

Is there no options to upload and download pages ? Or if not can you FTP in to the site ? Then you could just copy the file off, do the changes on your machine (even if it's just in notepad) and stick them back up there.
