The only reason the Clio is an "enthusiasts" car is because they're cheap enough for lots of people to buy and modify.

The guy sold you a car, it broke in your ownership, if you didn't spot anything was up when you viewed it, no sympathy. If in future you want the assurance of a warranty or customer rights, buy from a garage.
If it's not popping up when you pull on the release catch, the catch and grill are probably misaligned, preventing the bonnet lifting on it's own.
The recall issue was regarding the secondary catch sticking and never moving back into place once the bonnet is shut.
