Mine (172 cup) goes up to half pretty quickly and stays there. Still takes a little while for lower rev limit to go even after it reaches half. 182 before was exactly the same.
I'd get the stat changed.
My rears on my cup are mostly minor surface rust. They get a little cleaner each track day. I'll get round to changing them at some point. Handbrake works well enough.
Mine have no lip and were genuine pads replaced with genuine discs and they scrape lightly after a track day for a bit as I said. Got a dial gauge? Maybe check the run out on the discs. Top tolerance maybe.
Enough disc run-out to touch the pads but not enough to be warped and having a baked pad surface or pads that have a tendency to squeak. If you just touch the brake and it goes then that maybe it. My standard pads lightly scrape after a track day but it goes after a while. Brakes work fine on...
If the lower rev limit isn't cutting in then it's getting up to temperature. It takes a little while for it all to get warm enough. Does the RS tuner take this out?
These do need to be properly warm to give their best. Do not like running cold at all. Remind me of my carb fed XR2 some days...
I paid 25 quid in Bristol for a proper tracking job at a place that does all sorts of much more advanced machinery than the Clio. So the answer is not a lot!

Unbolt the coil back and see if it's cracked or it's feet are rusty. Eventually this causes a misfire and poor running from 5k onwards.
