if they done a fast idle test and 2nd fast idle test then the car will be up to temp.
looks like a faulty cat from the readings.
its when the test centre only does a BET test that it might not be up to temp.
dont sound like a wheel bearing normally can only hear them over 30mph and get louder the faster you go.
you need a press to change the wheel bearings as they are pressed into the disk.
would also check the rear exhaust mount as thats just behind the nearside rear wheel.
if the 2nd pipe comes off the 1st tail pipe then it will be fine. if the 2nd tail pipe comes from the rear box then it could cause a problem.
stick your had with a rag over the end of the 2nd pipe and get someone to rev it. if you can hold the gas pressure in the box with ease you can blank it...

brake pads/shoes very low?
normally if its a bearing on the rear left it will get louder when turning right and quieter turning left.
as said jack up the rear and check for movement in the wheel.
as said its 43.43mm 2.53% difference.
when you are doing 70mph on the originals you will be doing 71.77mph on the new size.
if you compare the new size to other clio sizes there is even less of a difference in size.

check the ring as if its cracked/damaged will still give you a reading but poss a faulty one.
look more like the engine was not up to temp than a faulty o2 sensor.
did you get a print out of the emissions? did they do two fast idle test then an idle test?
or did they just do a BET test?
did it fail the idle test too?
works on the earlier engines with a cable throttle. wont work on the later fly by wire would also mean changing the induction pipe and filter to 70mm to fit.
fitted a raceland 4-1 with a decat to mine a few days ago has made a noticeable difference and changed the tone of the exhaust too. just need to get a re-map on mine now.
do it the correct way take the drum off and clean up and adjust the shoes.
if you adjust the cable it only really adjusts how many clicks the had brake comes on should be around 6 clicks.
