the way we fit new vinyl at work is clean surface throughly so theres no grit etc, peel backing off an spray soapy water on surface not loads though.then place where you want it to be then we use a plastic card(you could use a credit card or something similar) to squeeze out water from behind...

if you used single pack lacquer it will always dull down ,if you used 2k lacquer it prob just needs a good flat and polish to bring it up.

its prob an alloy 1 then,mine was replaced with a s**t patent part 1 an has start to rust so thought carbon fibre was the way forward
