The download is too high compared to the upload IMO.
I *guess* you're using a proxy and the 67Mb you're seeing is over the LAN (it's caching the download from someone else who's done it previously).. the upload isn't being cached, hence the 2.6Mb reading.. which...

Easynet are your best bet.. SureStream connection.. bond a couple of SDSLs together.. but you're looking at around £399 a month (I think that's 2Mb) etc with a £995...
Loads offer Bonded DSL.
How much money have you got?
You could look at an Easynet solution, depending on the exchange. They bond SDSL together (SureStream) which works well.
In terms of normal ADSL bonded, Nildram spring to mind (I setup a Cisco router the other day for a bonded Nildram)
A standard "TV" will probably look awful on a PC compared to a proper monitor.
As McBunny said, you'd be better off getting say the 30" Dell, with VGA/DVI etc and also HDMI for external inputs.
