When I had f1's I had the same problem. I just bought some new Renault centre caps and sanded them down, worked perfect. Cost about £10 each.
Not trying to piss on your fire, just giving another option if people don't have access to a 3d printer.
How thick is the paint? On my old one it was on really thick so I got most of it off with a Stanley blade.
After that just keep attacking it with sandpaper, white spirit, wire brush etc.
Not convinced about the fault code having to be erased to put the light out on the dash. It's a live system and when the airbag, pretensioner etc is showing the correct resistance it should go out.
Saying that, your next move will be to get a code reader anyway as without that you really are...
It's very bad practice and I shouldn't really advise it but you can grip the shaft with some grips near the top to help stop the shaft turning.
But like said, it would be better to just go to a garage and ask them nicely to just buzz them off quick, their probably do it for free.

Sounds like you've got Mickey Mouse tools lol. Have you got some sort of little pole you can use to put over the Allen key? That'll give you more leverage and strengthen it a little.
If the Allen key hasn't slipped yet give it some more welly, they should come loose.
Also clean the threads up abit with a wire brush if their covered in s**t, then spray some more wd40 on them.
