If its a dedicated track/race car, yes. I'f its mostly a road car then its too Ali-G for my liking!

IME Surrey is consitantly 5-10bhp higher than RST. They both seem consistant in their results which is what matters I guess.

They tend to lose out in the mid range with cams, the inlet was designed for a standard engine. I have 197 cams and MWM custom timing, it does pull at the top end better and gain a few bhp but it also loses 10lbft in the midrange vs RS2+ standard cams.

What suspension is it on?

It needs a proper drop test not just the voltage testing ideally. It could be on its last legs and the cold weather has highlighted this? I think mine is an original battery and it let me down last winter (at the pub after the chester meet when I left my lights on!) so 9years is a fair...
