Aren't the tensioners spring loaded to a pre determined belt tension so I can't see how the garage has overtightened it unless they've done something silly like route the belt the wrong side of an idler etc.
Story writes itself for me, young lad with all his mates in the back of a fast car... I know this because I was driving round like a Cnut in my youth trying to show off to my mates too, I was fortunate enough to get away with it though.

Any tyres you pay £35 for aren't going to be any good on track, no matter who recommends them.
Wet track days still require track tyres as important factors like sidewall strength and tread squirm are still relevant in the rain and you'll be surprised how hot tyres still get in the wet.
