Looks like coolant to me.
The dye in the AC oil is usually more luminous looking.
Hard to say for definite. What's your coolant level like, is it going down? It would be very noticeable with a leak like that.

I'd imagine it goes to the right dash vent and then along the bulkhead to the box in the centre.
Yeah the air con condenser is at the front. Wouldn't normally be leaking fluid, although the greeny/yellow dye they use in with the refrigerant is a similar colour to the Type D Renault coolant.
So with the dash top off you can see where the two side vents are fed from. The driver's side stays with the frame of the dash when you remove the top and bottom dash sections.
There's two smaller S shaped pipes which feed the very end small vents on the edges of the dash top. They locate into...
Yeah the yellow dot and the fact that the slots are horizontal at the 9 and 3 o'clock position.
The squib with the wires sits so the wires are at the top at the 12 o'clock position, but not sure which way yours has turned.
Need to make sure your steering column is straight as well, I can't...
Replacing the whole arm or just the blade?
That's part of the arm, i don't think it's a bearing. More like the centre spline part that has seized on to the stud.
I would imagine it comes off but i'm not 100% sure, i've never tried.

A video of it running should be fairly noticeable as to where it's coming from. Maybe get someone to rev it a bit.
