No it does no damage. But you need to wash it off and either paint cleanse or polish afterwards.

It's a technicality that you should be aware of. It is up to you. I'm sure some if not most detailers have bought smaller amounts of dangerous products without a thought to the packaging requirements. I don't, however, believe it is illegal.
