Should be adjustable via a map or tuning box/device - note that rev limiter, even on many aftermarket/race management systems - is generally reduced when not at operating temperature.

I'm fairly sure (in answer to your second question) that a 1.2 airbig will fit a 1*2 wheel, they're almost the same part anyway. The plug should connect to the wiring from the loom in the car. Not a hard job at all.
Decat unleashes a bit more in the way of lower RPM power but needs changing for MOT of course. Sports cat is still restrictive but more practical for the MOT. It's a compromise really!
But the cat pipe on a 182 is alot easier to change than on a 172!
