In main menu or pre-race lobby got to difficulty settings and you'll see it. In FM2 i always used ABS with everything else off, turned off ABS this time and already noticed how much better it is :)

About a grand atleast would get you a gaming laptop. Not much point though. I got a laptop, xbox and decent 32" tv for that which does everything I want.
