It's very simple.. have you got time to fix and flog, or break it ? Only you know that. If yes, get on with it. If not, sell as is or give it away, or set fire to it, or keep it.
Only you can decide to make time to use it on track if you "finish"...
I think the only way you're gonna do this is to just set a plan that suits you. Do what you want to do and open an invitation, if anyone else comes along, call it a bonus.
If you try and please everyone remotely interested, it will just go on for ever.

As for the expense, it should last you a decade if you want it to.
I think my first MacBook was about £900 and I sold it for £600 about 4 years later.
Had two Macbooks and two iMacs over the last decade+. Wish I'd bought one for uni. But there we go !
Still have a ~2013 13" MacBookPro and probably a ~2011 iMac Nano which is feeling a bit slow these days but I barely use it more than writing an invoice monthly.

Personally I wouldn't bother doing anything but it's not my car. There's threads on here in Clio Discussion for cheap/easy "mods". There's not a lot you can do without messing your insurance about so... It's up to you really ! Get some NCB banked instead and save your money.. don't give it...

If you've only got £300 budget leftover when you buy it, and half of that is going to go just to get it back home, and you find it needs belts, a new 'box and 3 new tyres.. what are you going to do ?

Sounds like a daft idea to me..
£500 + £200 to get it to you.. then it probably will need belts and other work £600+ .. even simple things like a set of tyres and brakes are a few hundred more.
If it's on 100k and not been looked after, it might need...
