Before you get all worried about costs and the put out etc I would take it to a local bodyshop, they are experts, they will tell you what it will need. Then you go from there, get a quote from them first before you start buying bits off ebay and what not.

I'd guess it's just moisture, take the car for a proper drive and see if it goes once the engine has warmed up, if it's still there it may be something else.

Get the garage to re-adjust it.

I'd check the wheel tbh, could be dented or even buckled, I doubt it though, I get a loud bang whenever I go over a crisp packet, no damage though.

In all of them actually. You do realise your speedo isn't 100% accurate? In fact it will more than likely read 5-10% too fast.

Let's not forget that is doing less than 50mph. It may be possible but I for one wouldn't be able to cope sitting at that speed on the motorway and then around town it's only gonna drop further. There's no doubt it is a cheap motor to run though.
