Like MrBillyUk says, press the top of the switch for cruise control and the bottom of the switch for speed limiter, when you press either the top or bottom of the switch it should stay in on its own, you should not have to hold it in, if it pops back out to the central posistion...

It should say on the V5C in the 'special notes' section on the front page whether the car is an import or not, also some details such as engine number may be missing from the 'vehicle details' section.

The oil leak is most likely the cam cover seal, the cam cover is sealed using silicon sealant, no gasket iirc, what it appears to me is that when the seal fails (or never sealed properly in the first place) small amounts of oil can pass from inside the cam cover into the bolt holes for the cam...
If this fault has only just happened since fitting the new bulbs, then make sure you have correctly fitted the right type of bulbs, i think they are combined stop/taillight double contact and the wiring to the light units is ok.
