My car (1.4 Mk1) has developed a rattle as the car hits the wrong side of 70, by that I mean the steering wheel starts vibrating. Have made sure all the tyres are the correct psi but still happens. Possible causes?get the tyre ballance checked?

Car: 1997 Clio 1.4S Recently serviced but just filled up with petrol and wouldnt start, managed to get it going but had to keep the revs up and managed to sprint home. Wont start now without a hard revving but drops back down to 600rpm. (I did put pretol in, went back and checked lol)...
