Their is no such thing as "Skys IPStream" service. IPStream is a BTWholesale product (Datastream being another BTWholesale product) which Sky just resell.
Any problems they experienced would be down to Sky's traffic management policy and/or local congestion. Moving to BT's "own service" just...
I don't know Sky's charges but I'd guess advantages would include cheaper call charges, free calls to other Sky users, free local calls at weekends.. That kind of thing.
The Sky website should tell you what's included.
I think you're confused on several things.
Firstly "out of range" refers to the refresh rate not the resolution.
Secondly it's 1920*1080 not 1920*1024.
Thirdly 1080p (Same as 720p, 480i etc etc) refers to the vertical amount of pixels (aka scan lines) not width.
