172 Cup is Mondial Blue, where as the 182's are Artic Blue.

If it was my money I'd get a 172 cup, but finding a decent one with your budget may be a struggle. So that puts you in phase 1 territory, which isn't a bad thing!

After driving both I'd quite happily own either, but if I were to choose out of the 2, I'd take the 197 based purely on exclusivity.

40 MPG from a 200? I'd like to see that.

If good MPG is your main criteria, then I'd avoid the 200 like the plague. I averaged around 24 with mostly stop start trips which is hard to swallow, especially when a 1*2 can see high 30's!
