To stop it the best way would be to warm it up every now and again and also get fresh air through the car. Try using a strong upholstery cleaner to remove it.

You could do it, but you'd most likely cause them to mist up all the time. Are you sure is not the scum that forms on the lights on the outside? In that case you can sand them down and polish them back up.
