The "Lacquer coat" as you put it just means there's a basecoat applied first (the actual colour) which drys matt then the lacquer is applied over the top to give it a gloss finish, same as 99% of cars on the road these days, nothing to worry about.

It'll be fine. It will pull a bit towards whatever side you have the 14" wheel on but it'll be fine to drive on until you get to a garage or whatever. It's illegal (or an MOT failure at least) to run two different size tyres on the same axle though so get it changed over ASAP if anything happens.

Depends how bad it is really. They all shake and hunt a little on idle. They're all lumpy and hesitant when accelerating until the engine is warmed up a bit which you'll probably notice next.
Our courtesy cars at work are either Kia Picantos or Suzuki Altos. The Altos are hateful shitty 3 cylinder things and I detest them, but the Picantos are one of the most hilariously fun things I've ever driven.
