It's a polish, so work it until it looks like its had enough, and by the time you've finished the rest of that panel it will be ready to remove. It gets dustier, and more caked on if you leave it longer.

Do you mean a PH1 airbox? Some people say they make 1-2bhp at the top end. I get the feeling they may loose some low end grunt, but with enhanced noise. Do whichever you like, niether will utterly transform the car, but both are goo dproviding the filter element is decent quality or new oem.
