lower it and if you cant be botherd with new wheels the just powder coat the ones youve got (in white it looks mint) job done. do the rest as it falls off.

if it is laquerd over then just use a very fine grade paper like 1200 to 2000. anything more corser and the laquer will show the scratches but anything finer and the laquer may flake off once dry. oh and try not to break through either.
