Buy a welder and start. It's not hard to do, just to get right, the stuff you're going to be doing isn't structural so there is no reason not to.

Unless you're running silly power you don't need an FMIC big enough to need the bumper cut. It's got more than enough room down there. It's only when you're getting towards 300 that you need it which most aren't.
