sanding to smooth as much of the metal first(as there are loads of tiny pits in it) then go through different grades of cutting compound to polish to mirror finish.

Its more to do with keeping the air in the exhaust as hot as possible. Makes it flow better.

seriously though, they are damn lucky.

Mine did it when new pads went on, have you tried bedding them in. It can be done any time. I can if I want take my hands off wheel while breaking and it doesnt budge. It was shocking before I broke them in though, I was struggling to keep steering straight.
