Why do you think timing equipment is banned? I agree on a clear lap you can pin it and go for a time for fun, but you shouldn't be going there for the explicit purpose of setting times.
Track days are STRICTLY non-competitive.
TBH you're not one to lie Tony so I'm happy to take your word for it, but that really is staggering. Within a tenth, as harv says, is good pace, within a couple of hundredths is stupendous.
Surely the natural difference between laps is more than 6 hundredths of a second anyway? Unless you're a proper robot!
Chain a few corners well and you'd probably get more of an advantage than the fuel level lol.

I didn't think the OP was spending 14k on a clio?!? I didn't think he was spending much at all, I must have massively misread. If he is looking at spending that kind of money, then I'd definitely be spending it on a westie.
