If you’re getting the higher rate mobility component of Disability Living Allowance (DLA) you can apply for a provisional licence and take your test when you’re 16.
Otherwise you’ll have to wait until you’re 17.

If your on the highway rate for mobility you can drive at age 16. For anyone else it's 17, you may apply for your provisional early but you can't take your theory test or drive on public roads until the date of your 17th birthday. Just turned 17 and was trying everything I could to drive...
Hi mate I have thought about this but I have 0 tools, so would have to buy axle stands, jack etc , all of which I highly doubt I will ever use again, and I would prefer for someone that knew what they were doing to do it if possible mate
