What the garage has told you doesnt sound right to me... where are you based? would be worth popping along to a decent renault specialist by the sounds of things.
K-tec big brake kits have always been highly recommended on here. I'd give them a call and see what they say. The fact the braking isnt very good as it is should be looked into first as I thought the valver brake setup wasnt too bad as standard.

Cant answer your question about the short term insurance, though I would try brokers. As for the dangerous driving, something like this happened to my brother, in the end he had to plead guilty and got something like 8 points and a fine.
