I would like to assume that if you have x amount of claims it will be better than having no claims with an accident on top. They probaly will rape him now though but I would like to think if you shop about you could get it around the same as what was paid before the accident.

He had 3 and got protected under them, so I gather the hole point in PNCB is that if you have 3 years NCB have an accident instead of loosing all your NCB's you will still have the same but unfortunetly just miss out on a year. Meaning he will have 3 again at the end of his renewal.

If paying for insurance on an annual basis can you pay perhaps by two instalments rather than the one? I know that defeats the purpose of annual payment but can it be agreed by the insurer if requested?
