Most disks come with a protective layer of oil to stop them corroding before being fitted. This oil will be stopping the front brakes from providing the friction required to slow the car. Take them off and clean the disks and clean the pads. And when pushing the calliper back you should always...

If you know a lot about engines like you say you do. Surely it would of made sense for you to try and diagnose the fault before it was completely broke? I don't see why you'd want to just leave it
The only parts of the sidewall marking that affect the fitting of the tyre is the 195 and 16. So you could fit 45profile tyres to your car as long as your happy with the wheels not filling your arches as much. Would be best to change rear tyres aswell to match for looks wise.

In my opinion if you don't know how to do a job and don't have the correct tools to do the job then you shouldnt do it. Not meaning to sound harsh but it's gonna cost you more money because you've got to get it recovered
If its got an F instead of the GB then it's not legal. If its not the standard British font it's also not legal and the number plates needs to have the postcode of the company it was made by on aswell as the bs number
When i did mine I rang up my current insurer at the time (Adrian flux) almost a month before my insurance run out to tell them I wasn't renewing with them because they were too expensive and they sent me my no claims certificate there and then by email
